How can I connect to my personal computer using the router's public IP?

I try to connect to my remote computer via ssh. I have a public IP address I found from whatismyip.com but can't connect to it.

I can ping the IP address. I believe this public IP is coming from the router, not the computer.

Any ideas on how to connect to the computer? or how to get its public IP?

You need to set up port forwarding on your router. Just look for a page with a similar name on your router's settings page. In this case, you need to forward the "external 22" port to the PC's local IP port 22.
