Google Chrome browser crashes

I happily browsed the internet tonight when Google Chrome decided to perform some update, which was fine. However, when trying to launch Chrome, I get an error saying it can't display the webpage. All internal pages are the same, eg: chrome://bookmarks/or /settings.

I also get the initial error/popup that my extensions and add-ons won't start. The same error occurs in incognito mode (yes, I allow my own extension to work in incognito mode too). Besides uninstalling and reinstalling Google, are there any other options I can test (like the Google Launch option)?

The only reason I don't want to uninstall is that all the user data is set to use a different password than my Google account password, and I'm not entirely sure how to import all this information when uninstalling. (unless there is no problem restoring the file, not sure if the uninstall process removed all local files) Also, I edited a number of Google Chrome flags which I believe are unique on each install (if I'm wrong, please correct me).

Update 1 - Test

The following parameters were tested :

-testshell-startup-dialog

--enable-logging --log-level 0

--safe-plugins

But it turns out that these didn't help me. All plugins seem to start and crash at the same time.

Update 2 - Information about hardware/software

Operating system version : Windows 10 Pro x64

Chrome version : latest version as of 7:31pm - 16/09/2016

Assuming you're signed in with your Google account on the browser itself, you should be able to completely uninstall and then reinstall Chrome. After logging into a new installation, Google will automatically reinstall any plugins you have and reinstall almost all settings for your user account.

To test this so you can see exactly how it works, install Chrome on a PC that is always accessible and doesn't mind accessing files. Even if Chrome is already installed and someone else in your family is using that account as an account, just click Personality on the top right corner of the Chrome screen (left of the -X). Now, log in to Chrome itself with your Google account.

Most of all settings and preferences and all user data will now be installed on this new PC. Some settings that are directly related to your PC itself but not your account will not be transferred, but most settings will. Some settings in the plugin also need to be set on a new PC or a current Chrome installation.
