Can I create an internet whitelist using only the packages provided in a fresh Ubuntu installation? (Maybe /etc/hosts.allow?)

I'd prefer not to be able to enter any site unless it's on a whitelist, I'd rather not use something like Privoxy, can I do this on Ubuntu?

I thought maybe I could use /etc/hosts, /etc/hosts.allowand/or /etc/hosts.deny. My first thought was to somehow block all usage hosts.denyand then create a whitelist in hosts.allow. Is that possible? If so, how do I define "all sites direct to localhost's sites" in hosts.denyand then "sites other than these" in hosts.allow?
